Hello Farr West
I am Ken Phippen, I'm on your city council and now running for mayor
My family and I came to Farr West in 2004 and found a vibrant young city with a new city hall & rec center, 2700 N was just being completed through to No.Ogden, a new train station near by, and a new golf course community where we decided to build our new home and our future.
I started attending city meetings soon after. I would occasionally share an idea and got involved enough that I was appointed to the planning commission where we've worked on the general plan & ordinances. I am currently serving as a City Council member and as the web/social media administrator for the city.
What I care about is: fiscal restraint, land owners rights, open & transparent government, open space preservation, & infrastructure.
In a conversation with the late Mayor Jimmie Papageorge he encouraged me to stay involved and to continue to speak my mind.
So here we are!

Previous Service:
I served for over 5 years on the Farr West Planning Commission and was it's Vice Chairman for a while. I actively participated in the creation and adoption of the 2009 & 2015 General Plans for Farr West City. We worked tirelessly on going through all the city municipal codes updating what's outdated, removing what's unneeded, and clarifying what's confusing. The update of the General Plan was enhanced by seeking more input from the citizens of Farr West, we had a booth at the Freedom Festival, held an Open House, and a Public Hearing. Public input is important to a solid General Plan.
I was a member of the Smith Family Park design committee which is made up of city officials, staff, and most importantly citizens. Our design plans were helpful in presentations that resulted in over $1,950,000.00 in RAMP and other Grant funds for the park with hopefully more to come.
Prior to moving to Farr West in 2004, I was the president of the Valley Terrace Home Owners Association in Ogden for 10 years. I managed the budget, coordinated projects, collaborated with vendors and contractors. It was like running a small town but on a much smaller scale.
I was a member of the Smith Family Park design committee which is made up of city officials, staff, and most importantly citizens. Our design plans were helpful in presentations that resulted in over $1,950,000.00 in RAMP and other Grant funds for the park with hopefully more to come.

Why am I running?
I'm running FOR Farr West City Mayor. I will always participate in the process as I've shown over the past several years, I'm honored to be in a position where I can help get things done. Ultimately it's the council with leadership of the mayor that make the final decisions on most all proposals brought to the city.
Since the adoption of the 2009 General Plan there are 4 follow on plans plus one more added to the 2015 General Plan that were recommended that have not been fully implemented yet.

- Parks and Recreation Master Plan
- Broadband Strategic Plan (new)
All plans take time so getting started is important! This will allow the city to be more proactive than reactive. As a council member I will ensure these stay a priority.
